DEC is headed by a commissioner, who is assisted by executive managers. The department has 24 divisions and offices and is further organized into bureaus to fulfill the functions and regulations established by Title 6 of New York Codes, Rules and Regulations (6NYCRR). Some programs are also governed by federal law.
DEC's Central Office is in Albany. Each of DEC's nine regions has an office that serves the communities within that region. A total of approximately 3,000 DEC staff work in either the Central Office and the regional offices.
Position Overview
The Research Scientist III will be responsible for developing accurate technical information to be used to implement solutions and regulations for air quality issues involving toxic air contaminants. The incumbent will be able to conduct all aspects of a public health risk assessment for sources of air pollution and have a thorough understanding of air toxics risk assessment procedures.
Responsibilities
The incumbent will be working in coordination with other Research Scientists in the Section under the supervision of a Research Scientist IV (Section Chief of the Air Toxics Section) on the following multi-disciplinary tasks:
- Evaluate toxicity and exposure information concerning emissions of toxic air contaminants that will be used to support air pollution control permitting decisions.
- Use computer databases and internet searches to retrieve information on the toxicity of air contaminants from State and federal agencies, libraries and other independent researchers and accurately assess and summarize the information.
- Work on the development, design and implementation of community air quality studies.
- Work on the development, design and implementation of community air screening studies.
- Undertake innovative data assessment and analysis of ambient air quality data measurements.
- Prepare technical reports and manuscripts on research findings for peer-reviewed Journals, and actively participate in professional workshops and conferences.
- Provide technical support and interact with other Divisions on addressing emissions of toxic air contaminants that may have impacts on public health and the environment.
- Provide technical support and prepare comments on federal regulatory proposals involving the assessment of residual risk from sources of hazardous air pollutants.
- Keep abreast of developments in air quality risk assessment and risk management policies.
Qualifications
- A Bachelor's Degree and four years of professional research experience in the appropriate field; or a Master's Degree in the appropriate field and 3 years of professional research experience in that field; or a doctorate in the appropriate field and one year of such experience.
- Strong written and oral communication skills are required. A Master of Science or higher degree in Public Health, Environmental Health and Toxicology or related field is preferred.
- Area of Specialty is Air Pollution.
- Preference will be given to candidates who possess experience in the following fields:
- Toxicology
- Epidemiology
- Air pollution risk assessment methods
- Air quality study designs
- Statistical analysis
- Data interpretation and community outreach
- In addition, the candidate should have strong oral and written communication skills.
Additional Information
- Must have valid driver's license or demonstrate the ability to meet the transportation needs of the position.
- Travel and overtime may be required. Weekends and holidays may be required.
