AASHTO (American Association of State Highway and Transportation Officials) is a nonprofit, nonpartisan association representing highway and transportation departments in the 50 states, the District of Columbia, and Puerto Rico. It represents all five transportation modes: air, highways, public transportation, rail, and water. Its primary goal is to foster the development, operation, and maintenance of an integrated national transportation system.
Position Overview:
AASHTO seeks a Program Manager for Climate Change to manage the AASHTO Climate Change Technical Assistance Program and other AASHTO climate change activities with advice and input from the Program Director for Environment, the Division Director and oversight groups consisting of state transportation agency representatives. This position is located in Washington, DC.
Responsibilities:
The Program Manager will: maintain and enhance the AASHTO climate change website; manage the production of training materials and opportunities for AASHTO members to engage in critical climate change discussions through web casts, conferences, workshops, and other training venues; oversee the development of in-depth focused climate change issue papers; oversee the development and distribution of climate change newsletters/alerts to AASHTO members; staff the AASHTO Standing Committee on Environment Subcommittee on Air Quality, Climate Change and Energy; and market the Climate Change Technical Assistance Program services and products.
The Program Manager assists the Program Director with: the development of long term climate change program and project objectives and strategies and climate change program and project planning and budgeting; staffing the AASHTO Climate Change Steering Committee; monitoring federal and state legislative and regulatory activity that could impact state transportation programs; and coordination of activities, programs and projects with governmental agencies, trade associations and public interest groups.
Qualifications:
A bachelor's of arts or science degree is required. Evidence of a higher degree of professional development, such as postgraduate education, is desirable.
Skill requirements include:
A broad understanding of federal and state environmental policies, regulations, procedures and practices as they relate to transportation; an understanding of state transportation responsibilities, planning and project delivery practices and policy issues; project planning, budgeting and management skills; familiarity with basic contracts administration and financial reporting; excellent written and oral communication skills; and sound comprehension of the administrative, legislative and regulatory process at the federal and state levels. Incumbent must be able to travel approximately 30 days per year.
Relevant experience:
A minimum of 4 to 7 years of progressively responsible, professional experience in the transportation sector with a focus on climate change issues or in the climate change field with a focus on transportation issues, with at least 2 years at the federal, state or local level. Prior experience in project management is desirable.
