The Western Electricity Coordinating Council (WECC) was formed on April 18, 2002, by the merger of the Western Systems Coordinating Council (WSCC), the Southwest Regional Transmission Association (SWRTA), and the Western Regional Transmission Association (WRTA). WECC will continue to coordinate and promote electric system reliability as has been the responsibility of WECC for more than 36 years. 

Headquartered in Salt Lake City, Utah, WECC is one of eight electric reliability councils in North America, encompassing a geographic area equivalent to over half of the United States. The members, representing all segments of the electric industry, provide electricity to 71 million people in 14 western states, two Canadian provinces, and portions of one Mexican state.

Position Overview: 

The primary purpose of this position is to serve as the administrator for the Western Renewable Energy Generation Information System (WREGIS) that will enable tracking of Renewable Energy Certificates (RECs) throughout the western interconnection. The western interconnection includes 14 states within the western US, 2 provinces in western Canada, and the northern portion of Baja, Mexico. 

Responsibilities: 

The WREGIS administrator is responsible for maintenance and operations of the WREGIS program at the Western Electricity Coordinating Council (WECC). 

The WREGIS administrator is responsible for all administration, budgeting, contract management, and direction of staff. Coordination between industry participants, state/provincial and voluntary programs, WECC Executives, the WECC Board, and all other WREGIS boards and committees, subcommittees, task forces, and work groups is a key component of this position. 

The WREGIS administrator develops and implements necessary procedures and guidelines to accomplish the WREGIS goals and strategic objectives. This position provides innovative leadership and coordination between varying needs in an effort to develop required policies and procedures.  

Reports To:  Director, Technical Services 

Major Duties: 

  • Manage the WREGIS Program and monitor system operations.  
  • Prepare and guide the review, adoption and execution of contract plans. " Provide staff support to WREGIS committee.  
  • Manage the California Energy Commission - System Development Contract Coordination Plan.  
  • Manage WREGIS web site.  
  • Perform progress and status reporting for WECC executives, CEC executives, or other entities as requested.  
  • Prepare, implement, maintain and continuously improve: Staffing and Resources Plans, Change and Issue Management Processes, standards, plans and manuals.  
  • Administer policies and procedures regarding collection and use of confidential WREGIS data.  
  • Represent the WREGIS program through outreach activities, coordination with regulators, industry participants and other stakeholders.  
  • Prepare, recommend and administer a contract budget; satisfy contract deliverables and other commitments.  
  • Maintain records and accounts for the WECC-CEC contract and prepare periodic statements and reports.  
  • Report on progress towards WREGIS financial self-sufficiency.  
  • Provide leadership and management to staff. Ensure staff training and employee development plans are in place.  
  • Work with affected parties to resolve disputes related to WREGIS actions.  
  • Travel commitments vary, but may average in the range of 20% of the incumbent's total working days. 

Minimum Qualifications: 

  • Bachelor's degree from an accredited university or equivalent combination of education, training and experience resulting in demonstrated ability to perform major duties.    
  • Experience managing web-based applications and paper-based office systems.    
  • Knowledge of organizational and functional interrelationships between pertinent entities in order to ensure the effectiveness of the WREGIS operation.    
  • Demonstrated experience managing complex contracts and budgets.    
  • Skill in leading diverse project management teams to implement projects within resource, time, and budget commitments or constraints.    
  • Superior ability to demonstrate judgment, creativity, and innovation in the application of technical, management, and quality improvement principles and program implementation    
  • Ability and willingness to be hands-on and a working manager.    
  • Skill in supervising staff    
  • Ability and willingness to travel up to 20% of available working days. 

Preferred Qualifications: 

Above minimum qualifications and the following:

  •  Knowledge of renewable energy markets, trends, and standards.    
  • Knowledge of the western interconnection and renewable energy tracking challenges and issues.    
  • Knowledge of electric utility policies and practices. 

Salary and Benefits: 

The salary range for this position is $90,000 - $110,000 annually, depending on experience and qualifications. The position is eligible for an excellent benefits package, including medical, dental, vision, life insurance, short-term and long-term disability, 401(k) plan, retirement plan, and paid personal time.
