Offshore Wind Consortium Formed BLM: Solar Rental Rates for Public Lands DOE: $60M for Local Clean Energy Efforts DOE: Loan Guarantees to Nevada, Oregon Geothermal DOE-Backed Project Demonstrates Innovative Geothermal Technology Study: High-Impact Risks to the U.S. Power Grid East Coast States Form Offshore Wind Energy Consortium The U.S. Department of the Interior (DOI) and the governors of 10 East Coast states signed a Memorandum of Understanding (MOU) on June 8 that formally establishes the Atlantic Offshore Wind Energy Consortium. The consortium will promote development of wind resources on the Outer Continental Shelf (OCS) along the East Coast, primarily by coordinating state and federal efforts relating to permitting, environmental studies, technical and financial barriers, and the infrastructure needed to deploy and maintain offshore wind plants. The MOU was signed by the governors of Maine, New Hampshire, Massachusetts, Rhode Island, New York, New Jersey, Delaware, Maryland, Virginia, and North Carolina. DOI’s new Bureau of Ocean Energy Management will oversee development of wind and other renewable energy resources on the OCS. In addition, DOI will establish a new renewable energy regional office, located in Virginia, to coordinate development of the region’s renewable energy resources. NYC's Greener, Greater Buildings Plan

In December 2009, New York City (NYC) passed what experts regard as the most sweeping commercial building energy-efficiency legislation in the country. Significantly, the Greener, Greater Buildings Plan obligates most facilities to undergo energy audits every 10 years and requires all commercial buildings with more than 50,000 square feet to annually benchmark and publicly report energy and water use. It also toughens energy-efficiency requirements for renovations and forces buildings to update lighting systems to more efficient technology. NYC isn’t the first jurisdiction to require buildings to benchmark energy use. California started the race in 2007, requiring benchmarking and limited disclosure beginning Jan. 1, 2010. But California only requires the information for the parties involved in a sale or lease of a facility. Washington, D.C. went further in 2008 by requiring phased-in public disclosure of energy use starting this year. NYC’s 2009 legislation took another big step, mandating full compliance years ahead of the D.C. legislation for a far greater swath of building types. DOE: $29M for Weatherization Training Centers Energy Star Launched for Data Centers U.S. Small Wind Market Gained Ground in 2009 Forecasters Predict Very Active Atlantic Hurricane Season DOE Halts Sales of Inefficient Heat Pumps, Air Conditioners ZeaChem Breaks Ground on Oregon Cellulosic Biorefinery DOE Awards $29 Million for Weatherization Training Centers DOE selected 34 projects to develop and expand weatherization training centers across the country – they will receive $29 million under the Recovery Act. Located in 27 states, the projects will provide green jobs training for local workers in energy efficiency retrofitting and weatherization services. The funding will support expansion of eight existing weatherization training centers and establishment of 26 new training centers, more than tripling the number of DOE-funded weatherization training centers nationally. Under the Recovery Act, the Obama Administration is making unprecedented investments in clean energy, including $5 billion to significantly ramp the pace of weatherization in the US. These training programs will support a range of public and private energy efficiency efforts, including DOE’s Weatherization Assistance Program. Lessons from the Agonizing Oil Spill

by Rona Fried, Ph.D. Before the catastrophic BP oil drilling failure, polls showed that Americans favored oil drilling as a safe way to increase our energy independence. This was after decades of polls trending in the opposite direction. Are Americans learning something from this? I submit that Americans have become too trusting and complacent toward multinational corporations – will this be a wake-up call? Since the Obama Administration came into office, we’ve seen stark reminders of corporate greed and lack of appropriate regulatory oversight in just about every industry – the recent coal mining accidents, the outrageous behavior of Wall Street firms, a health care industry that raises premiums 40% even in the face of regulation, and now, an oil industry that proves it’s completely unprepared to deal with an accident. It’s bad enough that BP has no idea how to stop or contain the oil spill, but why couldn’t they and/or the US government protect the shorelines and wetlands from the inevitable drift of oil? Wins EcoCAR Competition Florida Approves 100 MW Biomass Plant US Must Act Now to Cut Greenhouse Gases DOT Awards $80 million for High-Speed Rail The U.S. Department of Transportation (DOT) announced it’s delivered nearly $80 million in grants to five states as part of President Obama’s high-speed and intercity passenger rail program. The bulk of the funds-$66.6 million-will go towards program management and preliminary engineering on a planned high-speed rail service in Florida, running between Tampa and Orlando. The project includes 84 miles of track where trains will run at 168 miles per hour. California also received grants for track relocation work in support of a high-speed rail line connecting San Francisco and Sacramento; to Wisconsin, for environmental assessments of planned stations on a 110-mph rail line between Milwaukee and Madison; and to New York State, for planning projects to increase the speed of the Empire Corridor to 110 mph. Obama Orders Fuel Efficiency Standards for Trucks Tesla to Revive California Auto Plant Western Grid Can Accommodate More Wind, Solar Ex-Im Bank Speeds Financing of Solar Exports FERC Eases Small Hydro Development Renewable Energy Grows Rapidly Over Next 28 Years President Obama Orders Fuel Efficiency Standards for Trucks President Obama signed a Presidential Memorandum on May 21, directing the U.S. EPA and the U.S. Department of Transportation (DOT) to create the first national policy to increase the fuel efficiency of medium- and heavy-duty trucks while decreasing their greenhouse gas (GHG) emissions. The directive targets new trucks in the 2014-2018 model years. U.S. trucks consume more than two million barrels of oil a day and average 6.1 miles per gallon, while emitting 20% of the GHG pollution related to U.S. transportation. The president also called for an extension of the groundbreaking fuel efficiency and GHG emissions policy he announced on May 19, 2009, which covers cars and light-duty trucks in the model years 2012 to 2016.
