Job Description
Northern Plains Resource Council seeks a qualified independent contractor to serve as a technical advisor/consultant. The Technical Advisor will participate in the ongoing implementation of the Good Neighbor Agreement (GNA) with Sibanye-Stillwater that oversees work at the company’s platinum-palladium operation in Montana’s Beartooth Mountains. This is the largest active mine in Montana.
The precedent-setting Good Neighbor Agreement is a contract that was signed in 2000 as a way to ensure that this large hardrock mine would minimize impacts to nearby communities and natural resources. The Agreement’s parties today are Sibanye-Stillwater, Northern Plains Resource Council, and two community groups affiliated with Northern Plains – Stillwater Protective Association and Cottonwood Resource Council.

Note: Hours worked will average 80-90 hours/month throughout the year, with certain months requiring 120 hours or more.
Responsibilities
The work will require becoming familiar and involved with the activities conducted under the Agreement, including:
- Participation in water quality monitoring, review and analyze water quality data and prepare water quality reports
- Involvement in regulatory permit activities including Hard Rock Mine Operating Permits and MPDES Permits
- Participation in regulatory oversight and independent mine inspections,
- Participation in multi-stakeholder meetings, and
- Involvement in internal meetings and project planning activities with representatives of Northern Plains and affiliate members.
Qualifications
- Candidates should have a relevant science and/or engineering degree and a minimum of 3 years of professional experience;
- You must be willing to work flexible hours, be based in the Bozeman-Billings corridor;
- Have excellent written and verbal communication skills; and
- Have experience and/or a strong interest in working with non-government organizations.
Compensation
- Hourly rate depends on experience and qualifications.
