The Bank Information Center (BIC) partners with civil society in developing and transition countries to influence the World Bank and other international financial institutions (IFIs) to promote social and economic justice and ecological sustainability. BIC is an independent, non-profit, non-governmental organization that advocates for the protection of rights, participation, transparency, and public accountability in the governance and operations of the World Bank, regional development banks, and IMF.
Position Overview:
We are looking for a politically savvy, experienced energy expert who can advocate for increased renewable energy technology adoption in low & middle income countries. S/he will lead the organization's efforts in encouraging the World Bank Group to adopt a more progressive Energy Sector Strategy that will assist the poorest countries in securing its domestic energy needs without exacerbating climate change.
The Energy Expert will oversee case studies, convene/work with civil society groups and energy experts in Asia, Africa, Central Asia, and Latin America, exchanging analyses and insights on how low-carbon energy options fit into a country's national energy development plan and how these options can be supported by IFIs.
The Energy Expert will be based in BIC's DC office and will report to the Executive Director.
Responsibilities:
Advocacy:
- Engage World Bank energy and environment staff on the Energy Sector Strategy review process, to ensure that the Bank conducts a global meaningful public consultation.
- Engage Bank staff and select Board of Directors and U.S. government officials in discussions to advocate for a progressive energy sector strategy that incentivizes accelerated adoption of renewable energy and energy efficiency technologies in borrowing countries.
Analysis:
- Supervise the writing of a "model" World Bank Energy Sector Strategy, to share with Bank staff and civil society partners.
- Oversee the writing of 5 regional case studies that will either showcase successful renewable energy investments or suggest potential renewable energy options for a country.
Information Gathering & Dissemination:
- Write/disseminate analyses and news briefs on the progress of the Energy Sector Strategy review, ongoing civil society efforts, and opportunities to influence the process.
Convening Role:
- Facilitate input of global civil society groups in promoting renewable energy options and increased rural energy access during the review of the World Bank Energy Sector Strategy.
- Convene civil society energy/climate experts in regional workshops where actors can exchange latest information, analyses, and insights on how low-carbon energy options fit into a country's national energy development plan and how these options can be supported by IFIs.
Qualifications:
- Strong knowledge of public policy options for supporting renewable energy technologies.
- Good grasp of climate change issues.
- At least 5 years of work experience in energy or climate policy. Campaign experience is strongly preferred.
- Strong communication, writing, analytical, organizing, political, and advocacy skills.
- Bachelor's degree in relevant social science field. Masters degree is preferred.
- Ability to engage World Bank & US government officials and collaborate with a diverse array of civil society groups. Experience in convening various stakeholders is a plus.
- Ability to manage multiple priorities and work under tight deadlines.
- Strong interest in environmental and social justice.
