Position Overview
Boulder County's Administrative Services Department is seeking a Resource Conservation Division (RCD) Manager with an exceptional mind for business and a passion for sustainability to manage zero waste services.
This is a mid-management level position involving complex administrative, supervisory, contractual and technical duties. This position is responsible for managing a $5 million annual budget and a staff of 25 employees, not including seasonal staff.
A primary and immediate goal for the person hired into this role will be to implement a successful strategy for enhancing the profitability of the Recycling Center and evaluating Zero Waste capital needs in our community. Additionally, this position requires a high degree of collaboration with Boulder County staff, outside partners and the public including a strong focus on education and outreach for the division's programs.
This person will provide the "Best in Public Service" by maintaining composure under pressure and in an ever-changing environment with a wide variety of resposibilities and a diverse set of stakeholders including elected officials, businesses, non-profit agencies and staff.
Responsibilities
Examples of Duties
- Manages the budgets, contracts, and personnel of the division to accomplish the zero waste goals of the county.
- Administers the operating contract for the county's Recycling Center. Procures and administers contracts for facility maintenance, repairs and equipment modifications to the Recycling Center.
- Plans and administers facility development related to receipt, transfer and/or processing of solid and hazardous waste.
- Develops, implements, and oversees various solid and hazardous waste management programs.
- Attends and participates in appropriate public, intra-departmental, and departmental meetings.
- Conducts performance appraisals, counsels employees concerning performance and recommends personnel actions in the area of hiring, termination and discipline.
- Coordinates, attends and prepares agenda items for county board, committee and commission meetings.
- Develops, writes and presents recommendations on solid and hazardous waste management planning issues.
- Serves as authority for interpretation of departmental regulations, policies and procedures.
- Performs related work as required.
Required Qualifications
Education
- Bachelor's Degree in Public Administration, Environmental Science, Planning, Engineering, Business or related field.
Experience
- Six years of professional experience managing solid/hazardous waste systems for a public agency, including at least three years in a supervisory capacity.
- Any equivalent combination of education and experience may be considered.
- Additional related education may count toward required experience.
Knowledge, Skills and Abilities
- Thorough knowledge of and experience with solid and hazardous waste management issues and, preferably has experience related to Hazardous Waste Facilities.
- Thorough knowledge of departmental regulations, policies and procedures.
- Skill and finesse in the leadership and supervision of staff.
- Ability to make effective public presentations.
- Ability to work closely and effectively with other employees, agencies and the public.
Physical Requirements
Primarily sedentary physical work requiring ability to lift a maximum of 40 pounds; occasional lifting, carrying, walking and standing; frequent hand/eye coordination to operate computer keyboard and office equipment; vision for reading, recording and interpreting information; speech communication and hearing to maintain communication with employees and members of the public.
