NEEP was founded in 1996 as a 501(c)(3) not-for-profit to serve the Northeast and Mid-Atlantic region to accelerate energy efficiency in the building sector through public policy, program strategies, and education. Over the past 15 years, NEEP has successfully positioned the Northeast as a leader in energy efficiency, heading regional and national efforts to create lasting change in the market for energy efficient products, services, and best practices. We achieve our mission through partnerships with a wide range of stakeholders in our field.

With an annual budget of $6 million and an experienced staff of 22 professionals (Directors, Managers and Associates), our work is supported by states, utilities, federal agencies, and private foundations. Our Board of Directors includes committed leaders for energy efficiency across the region.

Position Overview:

The Regional Evaluation, Measurement and Verification Forum (‘the Forum') Manager is a full-time position that supports the delivery and direction of NEEP's operation of the Regional EM&V Forum, a project launched in July 2008 to facilitate the development of consistent EM&V savings and reporting protocols across the Northeast and mid-Atlantic region for demand-side resources, with focus on energy efficiency resources. 

Based in NEEP's Lexington, Massachusetts office, the Manager reports to the EM&V Forum Director, and works closely with the Forum team, consisting of the Director, a Senior Manager of Research & Evaluation, an Associate, and an intern.  The Manager will also work with other NEEP staff where projects are coordinated across NEEP teams (e.g., Forum and Policy Teams), and will oversee project contractors and technical advisors to the Forum, where applicable.   

The primary responsibility of the Manager is to oversee the Regional Energy Efficiency Database (REED), a project of the Forum being launched in 2012.  REED is a critical and highly visible project of the Forum to build the credibility of energy efficiency as a resource by to collecting, aggregating, comparing and analyzing energy efficiency data from all Forum jurisdictions in a consistent and transparent format - including energy savings, program expenditures, avoided emissions and job impacts. 

REED Management involves overseeing the launch of REED in late 2012, managing project contractors,  providing technical support to the states and utilities to provide and use REED data,  facilitating the REED project committee, conducting/ overseeing analyses and report preparation, managing NEEP's interface with REED users and other key stakeholders (e.g., regional transmission organizations, state and federal agencies), preparing or providing presentations and briefings to target audiences, and assisting REED planning and product development. 

This position also involves managing other Forum Protocol Development projects as needed, and could involve managing Research & Evaluation projects as well, in coordination with the Forum's Senior Manager of Research & Evaluation.  In general, the position includes contributing to Forum strategic planning and development; contributing to Forum communications, building Forum visibility, and providing relevant support to other NEEP projects to use REED data and outputs (e.g., Public Policy Outreach).  

Some travel is required.

Responsibilities:

Project Management:

Lead, facilitate and manage REED:

  • Oversee data collection from Forum states and quality control of data imported into the central database;
  • Manage technical support to states and REED users, as provided by NEEP staff and REED Contractor via webinars and other training materials;
  • Manage REED web-based public interface (e.g., user ability to generate REED reports, download raw data supporting the reports) to ensure REED interface is useful to intended audiences (policymakers, program administrators, ISOs, NGOs);
  • Facilitate REED subcommittee to identify and address areas where REED could be improved or modified going forward;
  • Support REED planning and product development;
  • Coordinate with NEEP's Policy Team to develop/conduct state and regional analyses of EE impacts using REED data; and
  • Manage the REED contractor and the project budget and contract to minimize financial risks to NEEP as an organization.

Manage Other Forum Projects:

  • Manage other relevant Forum projects as needed. Oversee development of project scope and RFP, contractor selection, review of draft and final materials.
  • Facilitate project subcommittee review and input to projects, manage communications, and lead development of associated Forum guidelines for Steering Committee review/adoption.
  • Manage project tracking, including managing contractor and project budget to minimize financial risks to NEEP as an organization.

Forum Planning, Facilitation and Operational Support:

  • Support EM&V Forum-related and Steering Committee meetings, teleconference/webcasts (e.g., plan/contribute to content, facilitate/present material, oversee logistics where appropriate)
  • Build and maintain working relationships with stakeholders, including evaluators, advisors, policymakers, and organizations that support and/or conduct research.
  • Inform/review work on Forum resources (EM&V materials, library) to support regional EM&V needs.
  • Support EM&V Forum operations, including development and implementation of Forum comprehensive procedures.

Communications/Public Relations:

  • Enhance visibility of NEEP, EM&V Forum, its products and EM&V through expert participation in national and regional energy efficiency and/or EM&V associations and conferences. (e.g. workshop, conference or webinar engagements, conference planning and support, Board membership)
  • Support and help advocate for NEEP's vision and mission
  • Support Forum and NEEP external communications (e.g., written, web-based, other)
  • Contribute/review content/design elements of Forum web pages relative to REED

Internal Collaboration:

  • Support Forum and NEEP internal communications and coordination across business units (e.g., training/briefings, planning and review, management of cross-cutting activities)
  • Participate in NEEP staff meetings and events

Qualifications:

  • Graduate degree in related discipline (e.g. environmental policy, economics, statistics, , engineering , public policy and administration)
  • Professional experience in energy planning and analyses, and energy efficiency program planning and evaluation required. Knowledge of air quality planning and regulations preferred
  • Strong quantitative and analytical skills
  • Excellent verbal and written communications skills
  • Strong inter-personal, leadership and facilitation skills
  • Management aptitude, skills and experience
  • Ability to work independently, coordinate work with others
  • Proficient use of spreadsheets, word processing, database and Internet tools. Knowledge of SQL and other database platforms a plus
  • Ability to be an advocate for NEEP's mission and vision.
