The international movement to “green” and decarbonize the maritime industry is intensifying, and the Northwest Seaport Alliance is helping to lead the way. The NWSA’s Air Quality & Sustainable Practices (AQSP) Program seeks a dynamic new team member to help advance the vision of the award-winning Northwest Port Clean Air Strategy: to phase out air and climate pollution associated with seaport activities by 2050 or sooner.

Position Overview

This Project Manager II, Environmental position will collaborate with a wide range of internal and external partners to design, develop, and manage innovative, high-impact projects and programs aimed at reducing emissions from cargo operations in Seattle and Tacoma.

  • Salary: $98,532.00 - $157,620.00 Annually: Anticipated starting salary is between $108,844 - $128,052 depending on qualifications.
  • Job Type: This is a fully benefited, limited duration position expected to last up to three (3) years.

Primary Functions:

  • Lead the development and implementation of a Sustainable & Resilient Buildings & Facilities policy to guide the design and construction of new port buildings and facilities. Identifies and pursues opportunities to improve the energy efficiency of existing port-owned and/or managed buildings and facilities.
  • Support the development and implementation of an infrastructure development strategy that will enable the transition to zero-emission vessels, vehicles, and equipment at the seaports in Seattle and Tacoma.
  • Help accelerate the transition to zero-emission drayage trucks by supporting the NWSA’s Zero-Emission Drayage Demonstration Program and the newly formed Puget Sound Zero Emission Truck Collaborative.
  • Support the NWSA’s Green Corridor Project, exploring the feasibility of creating a zero-emission shipping corridor between the U.S and Korea.
  • Collaborate with marine terminal operators and other industry partners to accelerate the transition to zero-emission cargo-handling equipment and low- and zero-emission marine fuels for both harbor and ocean-going vessels.
  • Support the NWSA’s program to engage with, and advance environmental justice in, near-port communities in Seattle and Tacoma.
  • Help secure state and federal grants to accelerate clean air and climate solutions at the ports.
  • Identify environmental consultant/contractor needs for projects as assigned; negotiates technical scope for contracts; directs/supervises consultant work.
  • Prepare and present written and oral briefings to port commissioners, senior executives, elected officials, and others; represents the NWSA at community or public meetings on assigned projects and associated environmental issues.

Qualifications

Required Education & Experience:

  • Bachelor’s degree in environmental studies, environmental planning, resource management, air quality, public administration, or environmental engineering required.
  • Minimum six (6) years of progressively responsible experience in positions requiring analytical ability, program, and policy implementation, working under environmental laws and programs and with environmental regulatory personnel, applying environmental science; public speaking, written communication, coordination, negotiation, and conflict resolution.
  • An appropriate master’s degree may be substituted for up to two (2) years' work experience. Experience overseeing contract consultants is preferred.
