Established in 1994, the Border Environment Cooperation Commission (BECC) and the North American Development Bank (NADB) were created under the auspices of the North American Free Trade Agreement (NAFTA) to help preserve, protect and enhance the environment in the U.S.-Mexico border region in order to advance the well-being of the people of the United States and Mexico.

The BECC's primary role is to develop technically, environmentally and financially sound environmental infrastructure projects in the U.S.-Mexico border region for financing primarily by its sister institution, the NADB. The BECC project development process includes public participation by the anticipated beneficiary communities.

The BECC has traditionally worked in the water, wastewater and solid waste sectors, and is becoming increasingly active in additional sectors such as energy efficiency, clean energy, air quality, public transportation and climate change.

Position Overview:

The Border Environment Cooperation Commission (BECC), a bi-national international organization based in Ciudad Juárez, Chih., México, seeks a Project Manager. 

Responsibilities:

  • Assist border communities in the development of environmental infrastructure projects.
  • Review of technical studies such as planning, facility plans, environmental assessments, or final design for technical quality as well as regulation analysis. 
  • Assess the completion of development or construction tasks to expected project objectives.
  • Coordination with federal and state funding and regulatory agencies as well as with project sponsors.
  • Review of project compliance with BECC's certification criteria.

Qualifications:

Education

  • Bachelor's degree in engineering, planning or related areas required.
  • Master's degree in Environmental Engineering Energy and/or associated fields, Professional Engineer License, and/or Certification in Project Management is highly desirable.

Experience

  • 5 years minimum of experience in the field of environmental infrastructure development (recruitment focus: solid waste management, renewables and energy efficiencies, transportation projects, and air quality).
  • Experience in project planning, design, and /or construction.
  • Knowledge of funding programs and environmental laws of the U.S. and Mexico - focus on solid waste management, renewables transportation and associated topics.
  • Excellent writing skills are required in English and Spanish. Sample documents will need to be provided at interview.
  • Public speaking skills and demonstrated ability to give technical presentations on environmental projects issues in English and Spanish.
  • Team work, innovation, personal growth and leadership values are required. 
  • Must be 100% bilingual (English and Spanish).

Computer Skills

  • Microsoft Office, Microsoft Project, ArcView, and AutoCAD.
