About NYOWA: The New York Offshore Wind Alliance (NYOWA) is a project of the Alliance for Clean Energy New York (ACE NY), consisting of a diverse coalition of the world’s leading developers of offshore wind generation, environmental organizations, organized labor, and academic institutions dedicated to the development of a robust and responsible offshore wind industry in New York.
About ACE NY: The Alliance for Clean Energy New York (ACE NY) is a 501(c)(3) not-for-profit organization that serves as the premier multi-technology renewable energy industry organization for New York State. ACE NY’s members include environmental, civic, educational, and labor organizations, as well as for-profit companies engaged in the development and operation of landbased wind power, solar power, hydroelectric, and offshore wind power facilities, and companies engaged in electricity transmission, electric vehicle manufacturing, energy efficiency contracting, and electric vehicle charging infrastructure, plus consulting to or supporting the clean energy industry. ACE NY’s mission is to promote the use of clean, renewable electricity technologies and energy efficiency in New York State, in order to increase energy diversity and security, boost economic development, improve public health, and reduce air pollution. Its Board of Directors consists of clean energy companies and national and state environmental organizations.
Position Overview
The New York Offshore Wind Alliance (NYOWA), a project of the Alliance for Clean Energy New York (ACE NY), is seeking a full-time Offshore Wind Outreach Manager, preferably based in the downstate New York region.
The Offshore Wind Outreach Manager will assist the Director of NYOWA in implementing a twoyear action plan to promote the policies that will support the growth of the offshore wind energy industry in New York, covering issues such as contracting, transmission, and permitting. The primary role of the Outreach Manager will be to help shape and implement the stakeholder engagement strategy for the New York Offshore Wind Alliance (NYOWA) and to be responsible for deepening relationships and building support for offshore wind (OSW) with the general public, government officials, and civic leaders by raising awareness with these key stakeholders on the benefits and opportunities presented by a growing offshore wind industry in New York State.
The Outreach Manager will report directly to the Director of NYOWA and will coordinate with and draw support from ACE NY’s other professional staff members in communications, policy development, and legislative affairs.
The role is envisioned as an “ambassador” for offshore wind interests and potential stakeholder, allies, and decision-makers at the state and local level, supporting the interests of the market as a whole. The Outreach Manager will not undertake activities that substitute for project-specific community outreach as may be conducted by the various private offshore wind developers but may support such activities on an as-requested basis as appropriate.
Location: The Analyst must be located in New York State, with a strong preference for candidates based in New York City or Long Island, reflective of the significant project activity that is underway and planned in this region. The position is a work-from-home arrangement, with administrative support provided by our Albany-based headquarters staff.
Responsibilities
The tasks of the Outreach Manager will include, but not be limited to the following:
- With input from the NYOWA Steering Committee, develop an annual partnership engagement strategy, seeking ways to expand existing stakeholder relationships and build new relationships;
- Implement the annual partnership engagement strategy, which will include one-on-one meetings with stakeholders, speaking engagements, attendance at offshore wind related events and meetings, and sponsorship or other support for targeted organizations;
- Liaise with representatives from key stakeholders from labor interests, environmental justice organizations, local chambers of commerce, academia and workforce development providers, among others;
- With support from NYOWA’s Director and ACE NY’s legislative affairs team, spearhead outreach to elected officials (Congressional district offices, state and local representatives), sharing compelling information on the opportunities presented by a growing offshore wind industry while addressing overarching concerns;
- Communicate critical feedback from stakeholders to the NYOWA Steering Committee and to the NYOWA Director;
- Coordinate with NYOWA Steering Committee members to track progress of their projects and respond to requests for support where appropriate;
- Attend OSW-related community events and accept speaking opportunities to promote the interests of the OSW industry and raise the profile of the NYOWA brand in all relevant communities and at the state level; and
- Assist the NYOWA Director in a variety of tasks as needed, including communications planning, interactions with the NYOWA Steering Committee, and developing required policy positions and filings.
Qualifications
Required:
- A bachelor’s degree in energy or environmental science or policy or another relevant field;
- Three to five years of experience in an outward facing role;
- Demonstration of strong communication skills, both written and verbal, with an established ability to take technical concepts and make them understandable and accessible to a lay audience; and
- Willingness and ability to travel throughout the Downstate region (NYC, LI) on a regular basis, and approximately once a month to our Albany headquarters office.

- Demonstrated interest in the clean energy industry sector.
Compensation
- Salary range: $90,000 – $105,000, commensurate with level of experience.
