Be a part of making a greener, greater NYC! New York City is entering an unprecedented period of growth and development as part of Mayor Bloomberg's PlaNYC2030-the most sweeping plan to enhance the City's urban environment in modern history.

The Fresh Kills Park project is working to transform the 2,200-acre Fresh Kills Landfill on the Arthur Kill waterfront of Staten Island into a new public park over the next 30 years. 

The City of New York has conducted a master planning process for Fresh Kills Landfill that resulted in an illustrative park plan, also known as the Draft Master Plan.  While nearly forty-five percent of the site was used for landfill operations, the remainder of the site is composed of wetlands, open waterways, and unfilled lowland areas. 

New York’s new parkland at Fresh Kills will be one of the most ambitious public works projects in the world, combining state of the art ecological restoration techniques with extraordinary settings for recreation, public art, and environmental education programming.

Responsibilities: 

  • Under general direction, perform highly responsible construction management work in overseeing the construction of projects at Fresh Kills Park, including structures, buildings and landscapes.
  • Provide assistance to team members in anticipating and resolving design and construction issues.
  • Monitor and coordinate contractors performing construction work on capital projects.
  • Ensure that contractors adhere to plans and specifications.
  • Identify and resolve field condition issues.
  • Write daily and weekly construction project reports and keep calculation book. Prepare cost projections.
  • Correspond with contractors and clarify construction issues.
  • Review and approve contractors’ payment requisitions.
  • Schedule and run meetings. Maintain accurate records and write reports.
  • Work with Landscape Architect, Architect or Engineer of record regarding change orders, interpretation of documents, shop drawing approvals and other landscape architectural and engineering related issues.
  • Review, research and advise Borough Directors regarding contractors’ dispute claims.
  • Evaluate reports of hazardous conditions requiring managerial decision.
  • Make determinations and report recommendations to the Borough Directors.
  • Supervise and/or coordinate with Consultant Construction Supervisors, Independent Environmental Monitors and regulatory agencies in the performance of complex, ecologically sensitive and/or waste-related site operations.

Qualifications:

  1. A 4 year high school diploma or its educational equivalent
  2. 5 years of full-time satisfactory experience managing and/or inspecting one or more construction projects which must have a total cost of at least $300,000 for each of the 5 years of the required experience; or
  3. A baccalaureate degree from an accredited college with a major sequence of course work in engineering, engineering technology, architecture, architectural technology, landscape architecture,  construction, construction technology or construction management, and 1 year of the experience described in “2” above; or
  4. A valid license as a professional engineer, registered architect, or registered landscape architect, issued by a board of examining engineers, architects  or landscape architects duly established and qualified pursuant to the laws of any state or territory of the United States and one year of the experience described in “2” above; or
  5. A 4 year high school diploma or its educational equivalent and a combination of experience of at least 2 years of the experience described in “2” above and the education as described in “3” above to equal a total of 5 years of education and experience.
  6. Matriculation in an undergraduate college degree program in engineering, engineering technology, architecture, architectural technology, landscape architecture, construction, construction technology, or construction management can be substituted for experience on the basis of 30 semester credits from an accredited college for 1 year of satisfactory full-time experience up to a maximum of 3 years of experience.

For Assignment to Level III: 

In addition to meeting the “Qualification Requirements” above:

  • Candidates must have 2 additional years of satisfactory full-time experience working in Assignment Level I and II; or 2 additional years of satisfactory full-time experience as described in “2” above.

License Requirement:

  • Must possess a motor vehicle driver license in the State of New York with no restrictions which preclude the performance of Construction Project Manager work. This license must be maintained for the duration of employment.

Preferred Qualification Requirements:

  • Experience with interdisciplinary coordination during design and construction.
  • Project management experience managing multiple projects.
  • Excellent communication and organizational skills.
  • Knowledge of any or all of the following specialized disciplines: Architecture, roads and bridges, landfills, brownfields, sustainable/”green” design, ecological restoration, ADA/universal design concepts, horticulture.
  • Computer literacy including knowledge of Word, Excel, AutoCAD, Photoshop, PowerPoint.
  • A commitment to teamwork and an integrated approach to project delivery.
  • Travel Required

Compensation: Full-time Salary: $64,602-$75,000 (based on experience).
