Description
~ The Mission of the Drinking Water and Groundwater Protection Division is to protect human health and the environment for this and future generations by managing Vermont's drinking water supplies; protecting the quality and quantity of Vermont's groundwater resources; and regulating wastewater disposal activities that could adversely affect groundwater. The Division accomplishes this mission through its outreach, education, assistance and regulatory activities. ~
Position Overview
The Drinking Water & Groundwater Protection Division is seeking an individual who is interested in helping the Division meet its goals of ensuring all Vermonters have safe drinking water as a member of the Publilc Drinking Water Compliance and Support Services Section.
This position contributes to this goal through regulatory compliance work implementing Safe Drinking Water Act requirements for VT public water systems with regard to the Phase II/V Rule, the Arsenic Rule, Radionuclide Rule as well as other public drinking water rules.
The individual must be self-motivated; have excellent written and oral communication skills; have strong organizational skills; manage time effectively and multitask routinely; meet deadlines routinely; able to work independently and with other Division staff. Experience working with Microsoft Office Products (Word, Excel, PowerPoint, Access) and computer databases is required. This position is often the front-line with the regulated community with respect to sampling and must possess strong communication skills.
Responsibilities
General Job Description:
- Planning, analytical, and administrative work at a journey professional level for the Department of Environmental Conservation.
- Duties involve the technical review and analysis of environmental policies, programs, activities, and data in a variety of department regulatory, non-regulatory, scientific, and engineering programs. Work at this level differs from lower level analysts in the complexity of projects; degree of independence, responsibility, and accountability; level of expertise and breadth of knowledge required.
- May act as a lead worker, overseeing the work of temporary, contractual, or classified employees at a lower level. Work is performed under the direction of a higher-level technical or administrative superior.
Tasks include:
- Reviewing data;
- Assessing impacts on public health;
- Setting and changing monitoring schedules;
- Making compliance determinations and writing compliance documents, requiring public notice;
- Entering, tracking and updating water system compliance data and information using the Safe Drinking Water Information System (SDWIS);
- Issuing monitoring waivers; and
- Communicating and providing technical assistance to public water systems; and conducting outreach and training.

Qualifications
Preferred Qualifications:
- Preference will be given to an applicant who writes well and has a comprehensive knowledge of the federal and state safe drinking water regulations or other environmental regulations, knowledge of water treatment processes, and/or review of analytical data.
Minimum Qualifications - Education & Experience:
- Bachelor's degree in a biological-life or physical science, engineering, or an environmental or natural resources field AND 3 years or more at a professional level in an environmental or natural resources field. OR
- Master's degree in a biological-life or physical science, engineering, or an environmental or natural resources field AND 1 year or more at a professional level in an environmental or natural resources field. OR
- 2 years or more or experience as an Environmental Analyst II.
