Position Overview:

The PSE Energy Efficiency department is looking for an Evaluation Lead to join our team! This position will be responsible for supervising a team of technical professionals who are responsible for the Evaluation, Measurement and Verification (EM&V) functions of PSE's energy efficiency programs. 

Responsibilities: 

The lead will be responsible for:

  • Evaluation planning, budgeting and implementation;
  • Managing analytical staff workload and resources;
  • Leading professional working relationships with all stakeholders; and
  • Communicating, coordinating and collaborating with related management teams.

Stakeholders include PSE program managers, tracking & reporting database managers, resource planners, regulators and customers.

Other responsibilities include preparation and implementation of employee performance and development plans, and assisting the department manager in development of resource plans, department budgets, and department goals and objectives.  The lead will facilitate solutions to complex issues involving diverse opinions, and ensure that solutions are aligned with customer expectations and PSE's business initiatives and environment. 

They will also review and assess regional and national codes, guidelines, protocols, energy savings databases and related resources to ensure compliance with savings claims, performance criteria, PSE tariffs, departmental processes, and industry and government standards.  Assignments involve a substantial degree of complexity, with many interrelated elements, requiring considerations not previously encountered. The position is also responsible for supporting emergency response operations when needed. 

Qualifications: 

Required:

  • Bachelor's degree in Electrical, Mechanical, Civil Engineering or other appropriate engineering field (a WA State Professional Engineering license may be considered in lieu of a degree).
  • Extensive experience in evaluation, engineering analysis, planning, design, specification preparation, maintenance, project cost estimating and scheduling (typically achieved after 10 years' practice as a degreed engineer).
  • Experience leading and/or evaluating engineering projects.
  • Strong interpersonal and communication skills.
  • Demonstrated experience in working effectively and collaborating with a wide range of internal and external customers

Desired:

  • Master's degree in Economics, Engineering, Mathematics, Statistics or other appropriate science.
  • Extensive experience in evaluating programs and measures using a wide range of analytical skills and statistical tools
  • Previous supervisory experience and Leadership training
  • Experience leading evaluation teams and gaining collaboration among diverse stakeholders and business interests.
  • Deep understanding of benefits and limitations of evaluation types and methodologies.
  • Extensive evaluation experience in the Commercial and Industrial customer sector.
  • Familiarity with energy efficiency technologies and their applications in all customer sectors, commercial, industrial and residential.
  • Experience working within the utility industry.
