~ Northeast Clean Energy Council (NECEC) includes the Northeast Clean Energy Council, a 501(c)(6) trade member organization, and NECEC Institute, a 501(c)(3). NECEC's mission is to create a world-class clean energy hub delivering global impact with economic, energy and environmental solutions. ~
NECEC helps clean energy companies start, scale and succeed with our unique business, innovation and policy leadership. Our members include all of the clean energy market segments from energy efficiency, demand response, distributed generation to grid scale renewables.
We also represent the business perspectives of investors and clean energy companies across every stage of development.
NECEC's Policy and Government Affairs team works to influence the energy policy agenda to support the mission of NECEC and the business objectives of NECEC members and to highlight the benefits of clean energy to the citizens, businesses and industry across the Northeast.
Areas of focus include policies to advance grid modernization, clean distributed energy resources, grid scale renewable energy, energy efficiency, demand response, new and emerging technologies and innovation.
Position Overview
NECEC is seeking applications from individuals and/or proposals from consultants to provide support to the NECEC Policy Team on these grid modernization efforts through 2016.
This project offers a tremendous opportunity to work with seasoned energy policy experts on cutting edge policies, while providing exposure to some of the most successful and rapidly
growing businesses in the clean energy industry.
Description of Opportunity:
NECEC is seeking consulting services to support its grid modernization activities, including:
• Intervention in the Massachusetts distribution utilities Grid Modernization proceedings.
In June 2014, the Massachusetts Department of Public Utilities (MA DPU) issued an Order (DPU 12-76-B) requiring each of the electric distribution utilities to develop 10-year Grid Modernization Plans (GMPs). National Grid, Unitil and Eversource each submitted plans in August 2015.
On March 9, 2016, the MA DPU issued notices scheduling procedural conferences on April 14, 2016, for each docket (DPU 15-120, DPU 15-121, and DPU 15-122, respectively).
• Participation in the Rhode Island Public Utilities Commission's (RIPUC) "Rate Modernization" proceeding, PUC Docket No. 4600.
The purpose of the docket will be to develop a report that will guide the PUC's review of National Grid's rate structure in
future proceedings.
NECEC will be filing an application to participate on the stakeholder committee by the deadline of April 1, 2016.
• The New Hampshire Public Utilities Commission (NHPUC) opened IR 15-296: Electric Distribution Utilities Investigation into Grid Modernization in July 2015, seeking comment on the definition, or elements, of grid modernization that should be included in the Commission's initial investigation.
NECEC filed comments supporting a stakeholder process and will seek to participate in such a process when it is announced.
• Additional policymaking actions related to grid modernization are anticipated in Connecticut, including next steps on the development of Eversource's and AvanGrid's Grid Side Enhancement Demonstration Projects pursuant to Section 103 of June Special Session Public Act 15-5.
Responsibilities
Tasks include, but are not limited to:
- Reviewing & summarizing documents as filed
- Literature review, policy research and analysis
- Drafting of memoranda, reports, public comments and testimony
- Development of presentations and meeting materials
- Other tasks as assigned
Qualifications
- Qualified candidates should have a bachelor's degree in economics, political science, environmental or energy policy, business or engineering or a related field and 3 years of experience in the energy industry.
- Candidates currently pursuing a Master's Degree or PhD are strongly encouraged to apply.
Candidates should also be able to demonstrate:
- Excellent written and oral communications skills
- Strong analytical and technical capabilities
- Ability to work independently, with initial guidance
- Flexibility
- Ability to tackle multiple assignments simultaneously
- Close attention to detail
- Proficiency in Word, Excel, Powerpoint and Microsoft Office
