Miami-Dade County is seeking a strategic, innovative, and thoughtful leader for the Chief Resilience Officer (CRO) position. The Chief Resilience Officer is an executive dedicated to the delivery and implementation of resilience strategies for Miami-Dade County.  

Position Overview

The Chief Resilience Officer (CRO) role is critical in guiding the community towards a sustainable and resilient future while tackling escalating environmental challenges. The ideal candidate will exhibit advanced leadership maturity, demonstrating strategic thinking and the ability to inspire collaboration across varied sectors.

The CRO position is responsible for objectively assessing the greatest challenges to the County's resilience and creating a cohesive strategy that harnesses expertise and resources within the organization and other jurisdictions that effectively address these threats.  The CRO will clearly define future resilience for Miami-Dade County and through effective communication and collaboration with partners, capitalize on opportunities toward achieving Miami-Dade County's resiliency goals.

  • The Office of Resiliency is comprised of 25 employees with an operating budget for fiscal year 2023-2024 of approximately $6.5M.

Responsibilities

In this role, the CRO will direct and implement high-priority resilience initiatives that respond to unique challenges such as climate change, seal level rise, carbon reduction and increased storm intensity and flooding. The CRO will be held accountable to the Mayor, Miami-Dade County and the Director, Regulatory and Economic Resources Department for delivering key outcomes related to resilience and sustainability. The CRO must engage a diverse group of leaders and leverage partnerships to address the most significant environmental challenges facing the County.  Additional responsibilities include coordinating and integrating resilience efforts for the community with a focus on urban, regional, sustainability, and economic planning. The incumbent exercises extensive independent judgment in coordinating with organizational leadership, to ensure overall success and on-time delivery of strategic resilience initiatives. 

Miami-Dade County is internationally recognized for its achievement in implementing a results-oriented government culture. The County’s Strategic Business Plans are developed with significant input from the community in setting priorities.

Qualifications

The ideal candidate should have:

  • Experience coordinating and integrating resilience efforts in the areas of urban, regional, sustainability, transportation and/or economic or community development;
  • Experience developing and implementing large scale resilience strategies with defined performance metrics;
  • Experience leading a professional team with a solution-oriented approach to problem solving;
  • Experience in resilience planning to secure funding for implementation of resilience initiatives;
  • Excellent writing and presentation skills, capable of producing impactful reports and presentations regularly;
  • Ability to coordinate with county departments to develop unified communications to address challenges and promote awareness within the organization;
  • Ability to collaborate with various internal and external stakeholders, and experts in multiple disciplines from both the public and private sectors, to ensure active and inclusive input to develop policy;
  • Ability to work with elected officials, community leaders and the public in developing and implementing strategies.
  • A proven record of results-oriented leadership, working independently and collaboratively with all stakeholders.

Minimum Qualifications:

  • Bachelor’s degree in Business Administration, Public Administration, Community and Economic Development, Emergency Management, or a related field.
  • A minimum of seven years of progressively responsible professional experience in sustainability planning, urban or regional planning, transportation, large scale infrastructure provision and/or economic development to include sound strategy, engagement and project delivery are required. 

Preference:  

  • Strategic leadership experience skills are highly desired.

Compensation

  • Salary: 
    • MIN $144,871.22 - MAX $268,584.94 Annually
