The Climate Pollution Reduction Program (CPRP) is looking to fill a Cap-and-Invest Market Planner (Environmental Planner 2) (In-Training) position. This position will be located at our Headquarters Building in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.
 
As the Cap-and-Invest Market Planner, you’ll play a critical role helping to ensure entities can join, participate, and trade greenhouse gas allowances in the Cap-and-Invest program. You’ll also support the Auctions and Market section’s auctions lead in running Cap-and-Invest market auctions. This market began in January 2023, and the first auction was held in February 2023. These auctions are the linchpin of the Cap-and-Invest program and generate significant proceeds that are applied towards the decarbonization of the transportation industry, improving access to clean energy, and advancing health equity and environmental justice.
 
Note: This position offers a career path and on-the-job training. This position allows you to progress through the Environmental Planner field and achieve the goal class of an Environmental Planner 2 (EP2). Candidates will be considered at the EP1 and EP2 levels, depending on their qualifications. For salary levels for each, please see the qualifications section.
 
The principal department strategic priorities and goals that relate to the Climate Pollution Reduction Program (CPRP) include: reduce and prepare for climate impacts; prevent and reduce toxic threats; and deliver efficient and effective services. The CPRP’s mission is to implement policies and programs to reduce carbon emissions in the state of Washington so that the state meets its statutory greenhouse gas emission limits. The CPRP focuses long term, requiring creative and strategic decision making for implementation to achieve broad statewide and interstate success reducing carbon emissions in the state of Washington so residents have a healthy environment and climate.

Duties

The Climate Commitment Act (CCA) Implementation Group is leading the design and implementation of Washington’s new Cap-and-Invest program, which employs market mechanisms to reduce greenhouse gas (GHG) emissions in a cost-effective manner. As part of the Cap-and-Invest program, businesses and organizations will be required to obtain allowances tied to their emissions, which can be bought, sold, and traded. The Auctions and Market section helps bring companies into the cap-and-invest program, facilitates allowance auctions and trading, and safeguards the Cap-and-Invest Program’s integrity through ongoing market surveillance.
 
What you will do as the Cap-and-Invest Market Planner: 

  • Support covered entities in understanding and participating in the allowance market.
  • Collaborate with WCI, Inc., which provides the auction platform for Washington’s cap-and-invest program, to update the auction platform to ensure cap-and-invest entities participate in allowance auctions.
  • Communicate with programs in other jurisdictions (e.g., California and Québec, Canada) as the section works to harmonize allowance processes with other programs.
  • Perform direct outreach to entities with trading questions, and work with our communications team to develop and deliver trainings on how to participate in the market and place trades.
  • Support the Climate Pollution Reduction Program budget team in developing revenue projections.
  • Work with participating entities to ensure they comply with cap-and-invest regulations by providing Ecology with accurate, timely, and complete auction-related data.
  • Maintain confidentiality of market-sensitive data.
  • Immediately communicate suspected or actual loss of market-sensitive data to leads and supervisors.
  • Develop and apply an understanding of Cap-and-Invest and related regulations to be aware of potential violation of regulations when spotted in the normal course of work.

Qualifications

This is an In-Training Position. The goal class for this position is Environmental Planner (EP2). We will consider applicants who meet the requirements for the EP1 and EP2 levels. If the finalist meets the requirements for the EP1 level, they will be hired in at that level and placed into a training program to become an EP2 within a specified period of time.

Required Qualifications:

Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. Please include relevant volunteer experience with hours per week and duration as it may favorably impact your application. See below for how you may qualify.

At the Environmental Planner 1 level: Salary Range 43 ($3,619-$4,842 monthly) (In-training)

Option 1:

  • A Bachelor’s degree with major emphasis in environmental science and/or policy; other areas of science and/or policy; project or program management; economics, finance, or business; or other subjects or areas applicable to auctions, and/or markets, or closely allied fields, AND
  • Two years of professional experience, which may include some or all of the following: general experience in project management and/or program management; environmental science and/or policy; other areas of science and/or policy; economics, finance, or business; or other areas applicable to auctions, and/or markets; and closely-related fields. 

Option 2:

  • A Master’s degree or above with major emphasis in environmental science and/or policy; other areas of science and/or policy; project or program management; economics, finance, or business; or other subjects or areas applicable to auctions, and/or markets, or closely allied fields. 

At the Environmental Planner 2 level: Salary Range 52 ($4,497-$6,046 monthly) Goal Class

Option 1:

  • A Bachelor’s degree with major emphasis in environmental science and/or policy; other areas of science and/or policy; project or program management; economics, finance, or business; or other subjects or areas applicable to auctions, and/or markets, or closely allied fields, AND
  • Three years of professional experience, which may include some or all of the following: general experience in project management and/or program management; environmental science and/or policy; other areas of science and/or policy; economics, finance, or business; or other areas applicable to auctions, and/or markets; and closely-related fields. 

Option 2:

  • A Master’s degree or above with major emphasis in environmental science and/or policy; other areas of science and/or policy; project or program management; economics, finance, or business; or other subjects or areas applicable to auctions, and/or markets, or closely allied fields, AND
  • One year of professional experience, which may include some or all of the following: general experience in project management and/or program management; environmental science and/or policy; other areas of science and/or policy; economics, finance, or business; or other areas applicable to auctions, and/or markets; and closely-related fields. 

Option 3:

  • One year as an Environmental Planner 1, at the Department of Ecology.

  • An understanding of greenhouse gas (GHG) markets, GHG reduction programs and policies.
  • Quantitative skills, course work, degrees, and/or experience that may be relevant to GHG reduction programs and policies.
