~ The California Air Resources Board, also known as CARB or ARB, is the "clean air agency" in the government of California. Established in 1967, ARB combined the Bureau of Air Sanitation and the Motor Vehicle Pollution Control Board. ARB is a department within the cabinet-level California Environmental Protection Agency. ~  

Position Overview 

ARB's Goods Movement Program Section in the Freight Transport Branch is looking for an experienced staff person to participate on a team of technical and policy staff developing innovative and creative strategies for reducing air pollutant emissions from the freight transport system.

We are searching for an experienced engineer to assist with the research, design, integration, and implementation of a sustainable freight transport strategy. 

The Goods Movement Program Section is actively engaging internal and external stakeholders on freight policies, plans, and strategies to reduce the community health risk from diesel equipment, help attain air quality standards and reduce greenhouse gases. 

Our primary focus is the development of a sustainable freight strategy to identify and prioritize actions to move California towards a sustainable freight transport system that is characterized by improved efficiency, zero or near-zero emissions, and increased competitiveness of the logistics system.  

This requires significant collaboration with public and private stakeholders to identify, prioritize, and ultimately recommend actions that will transform California's freight transport system. 

As part of this team you will actively contribute to the discussion with public and private stakeholders on the needs, challenges and strategies that will make California's world-class freight transport system cleaner and more efficient. You will help develop creative solutions and implement a strategy to transition to a zero or near zero emission sustainable freight system.  

Responsibilities  

Duties may include: 

  • Participating in internal multi-division teams and external stakeholder groups on freight transport issues;
  • Building partnerships with various industry and business leaders, other State (Caltrans and CEC among others) and regional agencies;
  • Coordinating and participating on teams to understand the freight transport system and its challenges;
  • Using scientific and engineering principles and practices to build our understanding of new technologies for all freight sectors;
  • Building our understanding of supply chains and logistics; analyzing freight data, researching freight trends, and evaluating economic issues;
  • Collecting and analyzing vehicle test data to determine compliance with current regulations and guidelines within the Prop 1B incentive program;
  • Providing technical (engineering) and scientific assistance on freight movement issues and policies to ARB management and stakeholders;  
  • Tracking the development of regulations and other initiatives to reduce freight movement emissions; preparing and presenting comprehensive reports; working with other ARB and freight sector experts to evaluate technology proposals; and
  • Representing ARB in public forums. 
Desireable Qualifications 
  • We are looking for a self-motivated individual with a creative, agile, and analytical mind.
  • Strategic thinking and communication skills are essential. Scientific or engineering background, with experience in one or more of the following areas: the freight transport industry, emission reduction analysis, economic analysis, logistics, supply chain management, transportation program planning, electrical instrumentation design, diesel engine controls, and air quality program development.

Compensation: Salary range is $4,608.00 - $8,630.00 monthly.
