To meet these objectives, DOER develops and implements policies and programs to ensure the adequacy, security, diversity, and cost-effectiveness of the Commonwealth’s energy supply. DOER is responsible for implementing the state’s Renewable and Alternative Energy Portfolio Standard (RPS and APS) programs, which includes the RPS Solar Carve-Out programs, the Clean Peak Energy Standard (CPS) program, and the Solar Massachusetts Renewable Target (SMART) Program.

Position Overview

The Department of Energy Resources is seeking a Deputy Director within the Renewable and Alternative Energy Division. The Deputy Director will report to the Director and will act as a stand-in for the Director when the Director in unavailable or when the management of projects and team members requires additional coverage.

The Deputy Director will supervise at least 4 members of the Division and will oversee the implementation of the Division’s programs, with an emphasis on the Solar Massachusetts Renewable Target (SMART) program, programmatic compliance efforts, and policy development relating to renewable energy (such as solar PV and offshore wind). Additionally, the Deputy Director will, independent from the Director, define and lead policy efforts and projects with staff within the Division and from other Divisions. The Deputy Director will work with the Director to ensure that there is consistent policy within the Division.

Job Duties/Responsibilities

The Deputy Director’s primary responsibilities will include:

  • Supporting the Director and Commissioner in the development of renewable energy policy
  • Identifying and leading policy development efforts related to solar PV and offshore wind
  • Overseeing the implementation of the SMART program, including but not limited to:
  • Overseeing Statement of Qualification Application reviews to ensure comprehensive and timely processing via adequate staff resourcing
  • Assisting staff in the execution of quarterly data requests and public records requests
  • Managing tasks related to the quarterly NEPOOL GIS minting
  • Assisting in the review of requests for extensions and exceptions from program rules
  • Managing programmatic compliance efforts across the SMART programs specifically as it relates to low income off takers, community shared solar, and energy storage
  • Meet with external stakeholders including the project developers, electric distribution companies, the Attorney General’s Office, consultants, etc.
  • Work with the Communications, Legislative, and Legal staff to be responsive to information requests and the drafting language for public and legislative use
  • Supporting the Director with the day to day management of the Renewable and Alternative Energy Division

Required Qualifications

  • General understanding of Massachusetts renewable energy landscape (with an emphasis on solar PV and offshore wind)
  • Experience in state policy, regulatory proceedings, and program implementation
  • Knowledge of Massachusetts energy and environmental stakeholders
  • Group leadership and facilitation skills to manage and foster productive multi-stakeholder work teams and relationships
  • Experience facilitating teams and supervising staff
  • Experience fostering diversity and inclusion within teams
  • Strong analytical and writing skills
  • Knowledge of excel and data analysis
  • Organized with proven project management skills
  • Excellent problem solving and analytical skills
  • Experience with public speaking
  • Experience managing staff
  • Experience integrating equity and environmental justice principles into policy or programs
  • Knowledge of building science

Qualifications

Minimum Entrance Requirements:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

  1. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
  2. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.
  3.  A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
  4. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
