~ The Metropolitan Water District of Southern California is a consortium of 26 cities and water districts that provides drinking water to nearly 19 million people in Southern California. ~
Metropolitan’s mission is to provide its service area with adequate and reliable supplies of high quality water to meet current and future needs in an environmentally and economically responsible way. Metropolitan’s facilities include the 242-mile Colorado River Aqueduct, five water treatment plants with a combined capacity of 2.3 billion gallons per day, nine surface water reservoirs, 800 miles of pipeline, and 16 hydroelectric power plants.
Position Overview
The Environmental Planning Section Manager is responsible for managing Metropolitan compliance with state and federal environmental laws and regulations in planning, construction, and operations activities and other discretionary actions subject to environmental review. The position will lead negotiations and outreach with regulatory agencies, public interest groups, non-governmental organizations, and other third parties on environmental related issues. May travel to various sites requiring overnight stay.
Responsibilities
- Areas of responsibility include compliance with the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) Clean Air Act (CAA), Clean Water Act (CWA), state and federal Endangered Species Acts, Section 106 of the National Historic Preservation Act, Porter-Cologne Act, Coastal Act, and Fish and Game Code; regulatory permitting; mitigation monitoring and reporting; management of ecological reserves; providing technical assistance to the member agencies and other water districts; developing and implementing environmental plans, policies, and programs; and support of legislative and legal matters.
- You will serve as Metropolitan’s subject matter expert to the Board of Directors on environmental matters as well as work closely with External Affairs on environmental outreach for project-related environmental impacts and legislative matters.

Qualifications
- Bachelor’s degree from an accredited college or university in environmental science, engineering, environmental engineering, urban planning, geography, other related environmental sciences, or related field plus 14 years of progressively responsible experience relating to environmental compliance, of which six years must have been in a project management, supervisory or lead capacity;
OR
- A master’s degree from an accredited college or university in environmental science, engineering, environmental engineering, urban planning, geography, other related environmental sciences, or related field and 12 years of directly related experience, of which 6 years must have been in supervision.
- Progressively responsible / directly related experience is defined as experience managing compliance with state and federal environmental laws and regulations in planning, construction, and operations activities; preparing environmental impact statements and regulatory permitting.
Certificates, Licenses and Registration Requirements:
- License(s): Valid California Class C Driver’s License or equivalent (required at time of application) that allows you to drive during your employment.
