California regulators are expected to approve a cap-and-trade program for the state’s greenhouse gas emissions today or tomorrow.
The program is a key piece of the state’s 2006 climate law, AB32, and it sets the stage for California to participate in the larger cap-and-trade program, scheduled to begin under the Western Climate Initiative (WCI) in 2012.
New Mexico is the only other U.S. state that has approved a similar plan to participate.
"AB32 was passed primarily to fill the vacuum created by the failure of Congress to pass any kind of climate or energy legislation for many years now," said Mary Nichols, who chairs the California Air Resources Board. "The goal was to lead by example, and being a leader you have to bring others along with you."
