Boulder Struggles To Inspire Green Actions

Boulder, Colorado, will employ contractors to go house-to-house this spring installing energy-efficient lightbulbs. 

The Wall Street Journal reports that the initiative is needed, because the city, which has a reputation for a deep commitment to environmentalism, is struggling to convince residents to take proactive steps to reduce their carbon footprints.

According to the report, Boulder has found financial incentives and publicity campaigns to be ineffective in motivating action on the part of home and business owners.

Boulder residents commute to work by bicycle at a rate 20 times above the national average. But greenhouse gas emissions in the city since 1990 have increased at a rate that is almost twice the national average.
