Senate Democratic leaders say they’d like to write a climate change bill that sets the bar higher than the Waxman-Markey bill passed last month in the House of Representatives.
But reports suggest that health care legislation could crowd out climate change this year, even though Majority Leader Harry Reid has said he wants a vote in October. Several key Democrats like Finance Committee Chairman Max Baucus (D-Mont.) and Agriculture Committee Chairman Tom Harkin (D-Iowa) are tied up in health care negotiations.
Furthermore, Sen. Byron Dorgan (D-N.D.), a senior member of the Energy and Natural Resources Committee and chairman of the Democratic Policy Committee, has questioned efforts to push a Senate climate change bill.
