China Study on CO2 Permits

Chinese scientists presented a study on the sidelines of the ongoing U.N. climate change conference suggesting that everyone on the planet should receive an equal allowance for carbon emissions.

If China adopted the plan as a bargaining stance, it is sure to be met with stiff opposition from developed nations like the U.S. Britain and Germany, which have already spent their allowance, as determined by the study.

The Carbon Budget Proposal suggested that emission allowances could be set at 2.33 tonnes of carbon dioxide per year for each person on the planet in the period 1900 to 2050 as part of a goal of halving world emissions by 2050.

Americans have per capita carbon emissions that are roughly 20 times higher than China’s per capita rate.

Schwarzenegger Speaks

On Monday, California Governor Arnold Schwarzenegger spoke by video to delegates on the sidelines of the conference about the benefits that green regulations can have in boosting economies.

"Of course, there are some people who say that we can’t afford the fight against global warming while our economies are down,"  he said. "But the exact opposite is true."

He said he will attend the Copenhagen talks in 2009 to support U.S. president elect Barack Obama.

Women and Climate Change

Environmental and women’s groups said the ongoing talks should do more to address the threats posed to women by climate change. The groups assert that women in developing countries are more vulnerable to the effects of climate change, including impacts on agriculture, food security and water management.
