UN Climate Change Secretariat Yvo de Boer said yesterday that U.S. president-elect Barack Obama will not attend United Nations talks in Poland next month, which aim to create create a successor treaty to the Kyoto Protocol, which expires in 2012.

De Boer and environmentalists around the globe had hoped that Obama would set the tone for his upcoming presidency by attending the talks, which have yet too make significant process, due in large part to foot-dragging by the current White House administration.

However, Obama remains resolutely opposed to taking over U.S. policy leadership before his inauguration on January 20.

"There is not going to be an Obama delegation in Poznan," de Boer said.

"There is one president at a time," he added, echoing the sentiment Obama asserted during his first press conference following the November 4 election.
